「聯合國氣候變化綱要公約第19次締約國大會暨京都議定書第9次締約國會議」（UNFCCC COP19/CMP9）11日在華沙國家體育館開幕，各締約國代表在全會進行報告。

2010年在墨西哥坎昆舉行的氣候變遷大會，已開發國家曾承諾到了2020年可以籌到1000億美元，幫助解決氣候變遷效應與減少溫室氣體排放，在2010至2012年先行每年籌資100億美元。在這次大會中，開發中國家希望知道已開發國家的詳細計畫，如何實現先前的承諾。

波蘭環境部長柯羅勒在當選為「聯合國氣候變化綱要公約」第19次締約國大會主席後致詞表示，氣候變遷是全球性的問題，這個問題也促成全球共同行動的機會。

「聯合國氣候變化綱要公約」執行秘書費蓋雷斯在報告中強調，締約國必須針對尋求財源解決問題有明確的決定，建立1個幫助弱勢地區人們因應氣候變遷造成衝擊的機制，並且對於預定在2020年前完成生效的新全球氣候協議提出具體內容。

《華盛頓郵報》指出，這次大會預料將不會有重大進展，而是為了2015年在巴黎召開大會時達成協議打基礎。美國環保協會國際氣候計畫副總克黑恩說，「華沙大會只是通往未來協定的其中一站。我不認為會談將有重大突破」。
