制裁俄 傳歐盟已有共識

（中央社布魯塞爾2014年9月11日綜合外電報導）外交消息人士說，歐洲聯盟成員國已取得共識，明天對俄羅斯實行新一回合制裁。歐盟之前對烏克蘭停火的回應方式意見嚴重分歧。

歐洲理事會常任主席范宏畢（Herman Van Rompuy）今天稍晚預計發布的聲明，可望列出延宕多時的制裁，說明按烏克蘭停火發展，歐盟應如何採行制裁。烏克蘭停火似乎維持。

要求不具名的消息人士說，范宏畢將「說按照當地情勢發展，可再次檢視制裁辦法」。

消息人士說，各成員國的歐盟大使同意，如「停火確實維持，並實現和平計畫」，可重新檢討制裁案。

消息人士又說，歐盟將於月底對烏克蘭情勢進行「徹底評估」。

路透社報導，英國首相卡麥隆（David Cameron）發言人說，經歐盟執委會公報公布後，制裁案便生效。「歐盟領袖已同意應於本週結束前發布。」（譯者：中央社羅苑韶）
