高孔廉：兩岸應簽環保架構協議

兩岸環保事故頻仍，前海峽交流基金會副董事長高孔廉，今天上午呼籲海峽兩岸政府應共同簽訂「環保架構協議」。

財團法人環境永續發展基金會主辦的「兩岸環保高層專家論壇」上午在台北市舉行，監察院前院長錢復、環保署前署長沈世宏、高孔廉等與會；由於台灣餿水油事件延燒，大陸也發生過地溝油事件，油品食品安全成為兩岸環保界共同關心話題

高孔廉表示，海峽兩岸交流十餘年來，一共簽訂過21項共同協議，但最基本的「環保架構協議」尚未簽署，這是兩岸可以共同努力的目標；如果兩岸簽署「環保架構協議」，不但大陸福建省海飄垃圾到金門馬祖問題、沙塵暴及霧霾問題，甚至大陸抽砂導致金門海岸線後退、核電、氣候變遷與碳排放減量、我國漁業資源保護等，都可以有更深入交流，並可經由簽訂協議共同研討出有效的解決方案。

呼應高孔廉主張，中國環保部固體廢物與化學品管理術中心主任凌江表示，兩岸推動交流，分享環保成就與成果，有助於兩岸長期發展。
