國民黨提名基隆市長參選人謝立功今天發表首支競選短片，宣告「要把幸福帶回基隆」。謝立功在國民黨基隆市黨部發表首支競選影片，這是30秒的版本，以時光交錯的手法拍攝，從第三人稱的角度，介紹謝立功從基隆出生、求學到結婚生子，然後帶著對基隆的承諾外出打拚、工作，如今將回鄉參選市長，貢獻一己所長。

曾當選全國十大傑出青年的謝立功說，他獲獎的事蹟，都發生在基隆為民服務的階段，基隆這塊土地給予他養分，讓他有機會至中央部會工作，到各國拓展視野，培養他的國際觀。如今他已養足能力，且有機會回鄉貢獻，他將運用自己的國際視野能將基隆打造成國際港都，並將幸福帶回基隆。
