鼓勵錢進股市 日年輕人不買帳

（中央社台北2014年8月26日電）彭博報導，日本政府鼓勵新生代投資人錢進股市以籌措退休金，但歷史經驗卻與日本政府唱反調。

日本1月1日祭出減稅優惠，鼓勵年輕一代錢進股市，結果卻不盡理想，40歲以下投資人僅占股市投資不到9%比重。如今日本決策官員將著手微調這項政策。消息人士指出，日本金融廳（Financial Services Agency）本周將建議提高個人儲蓄帳戶計畫（NISA）每年購買股市金額。

日本政府鼓勵新生代投資人錢進股市所面臨的第一個挑戰就是日股本身。日股東證指數距離1989年高點還差超過50%，且低於2007年金融危機前高點近30%，儘管東證指數去年狂飆51%，但仍無法激起投資意願，主因日本年輕人手上沒有餘錢可以投身股海。

精基礎研究所（NLI Research Institute）研究員櫨浩一（Koichi Haji）表示：「過去人們認為可以靠著長期投資股市慢慢賺錢，但如今隨著消費物價攀升，人們若僅持有債券與現金，會覺得更窮了，將無力添購東西，影響所及將衝擊長期成長。但要讓他們錢進股市，則另當別論。」（譯者：中央社趙蔚蘭）
